Here's my attempt. Had to remove very bottom due to the large crease across their feet and ankles. Just couldn't get it cleared out.

Simple way out is to crop out the bottom bit, and make it a head/body shot,

but you can't do too much with a very low resolution pic, I did try a little work around the eyes + added catchlights show a bit of life there, dont think it shows up too well, but not worth spending a lot of time being low res.

Barney, I used my old favourite Corel Paint Shop Pro X - released in 2005 !
I have several other editors but use this one almost exclusively as I am most familiar with it.
For this photo I just used the push tool and then denoised a bit , finally attempting to sharpen
