Ubuntu low graphics mode

Following the steps in the recent newsletters, I decided to try Ubuntu. I installed Ubuntu 12.04.4 on my Dell Dimension 4400. I did an install on a clean hard drive. I am stuck in low graphics mode. I have read many of the posts on "Ask Ubuntu" about this problem, and tried some of the suggested solutions. None have worked. I have an Ati graphics card. Some of the posts lead me to believe I may need to install a different driver to solve my problem. I have the driver on a CD. I can get to the terminal (command screen) and enter my user ID and password. Where can I find the commands to enter that will install the driver for my graphics card? I appreciate any help that you may offer.
